Child support annual fee?

I just received the same letter and am slightly annoyed. Why should I be charged a fee, not matter how much?! If the other parent would help support the child that they helped create the we wouldn't need to go through DR to begin with. And if they paid like they were suppose to then we wouldn't need someone to enforce the court order. But on top of all that I'm being penalized because I chose to work to support myself and my children and want their fathers to help with that, as they should, I now have to pay a fee because I've never been on welfare. Shame on me I guess I should have sponged off all the taxpayers and then I wouldn't have to pay squat! This is ludicrous!!! I have no idea what the hell Gov Rendall was thinking when he ped this law but I will voice my opinion on this because it's just not right!
