Is it possible to have fat thighs when your bmi is only like 16 point something?

And how wide should they be on a 6' girl? they look way smaller then other girls. i wear a size 1 and i can circle the widest part with my hands (thumbs and pinkies) but they look kinda big to me. no cellulite or anything lol but they just seem kinda big...i dont have a measuring tape on me but i just used my computer-ipod cord to go around the widest part and it takes a little less than half the cord
