Has expansion been a success, or a failure?

One of the issues of expansion has to do with the population. The move west, then, has been necessary and good for baseball in general. 30 teams seems to be the limit, however, for spreading talent around. Halting expansion for a good while is a good idea. But the DH is still in the American League, so contraction is decades away unless the economy collapses again.
